Kosovo government allocates land for use in 100 MW solar auction

After months of delays, Kosovo’s government has made available a construction land plot for its first solar auction which will have a 100 MW capacity quota, energy minister Artane Rizvanolli announced on Wednesday.

The ministry planned to launch its first solar auction last year but had failed to locate a suitable site until now.

“We have decided to transfer the usage rights for nine parcels in [the southern part of] Rahovec municipality which will be used in the first 100 MW solar auction,” Rizvanolli said in a statement on her Facebook page.

However, an official from the energy ministry has subsequently told Montel that “the auction will not be held before the spring or summer,” without giving any reasons why.

The government is hoping that this auction can serve as a model for future solar, but also wind auctions, using the sliding premium model. Kosovo is currently amending its renewables legislation to address criticism from energy experts and private investors about excessive red tape in the permitting process.

According to Rizvanolli’s statement, her ministry is also working with other ministries to secure construction land near Kek’s coal mines and power plants on which the utility could build another 100 MW solar farm.

Currently, less than 10% of Kosovo’s power production is generated by renewables. Data from the energy ministry and the World Bank show that the small Balkan country has the potential to install 3 GW of solar and 1.2 GW of wind capacity.
