Energy Community to spur renewable PPAs amid rising interest

The Energy Community will pick a consultant in October to spur renewable energy power purchase agreements (PPAs) amid growing interest from the nine contracting parties, its renewable energy expert Naida Taso told Montel on Monday.

The Energy Community, which helps transpose the EU’s internal energy market rules to its members through a legally binding framework, aims to facilitate the deployment of renewables needed to meet energy and climate targets by selecting a consultant.

“Our idea is to try to find some tools outside the state support schemes that will attract private investment and contribute to increasing the share of renewables,” Taso said in an interview with Montel.

Taso explained that market participants had started to explore new options due to limited state subsidy schemes, the smaller capacity quotas offered in renewables auctions and the absence of any long-term planning.

She said that the Energy Community had detected a growing interest in PPAs but also a lack of negotiating expertise in this sector.

“There are also identified barriers regarding regulations,” she added.

Taso said that the consultant would analyse the legal and regulatory framework of the contracting parties, identify barriers to a PPAs rollout and propose recommendations to address them. The results of the analysis are expected at the beginning of 2024.

The consultant will then offer training to market participants in negotiating PPAs, said Taso.

The project will take a year to implement and will connect utilities, offtakers, investors and companies potentially interested in clinching PPAs at an event next year.

“We will test the negotiation and potentially have some contracts signed,” said Taso.

Guarantees of origin

Taso explained that the project is closely linked to the Energy Community’s project for guarantees of origin (GOs).

“Basically GOs are essential for renewable PPAs and corporate PPAs as they prove the link between renewable energy producers and consumers, and provide traceability that allows industry to show they are consuming renewables,” said Taso.

The Energy Community has extended the deadline for contracting parties to sign a service agreement on electronic registries for GOs until the end of 2023, after six out of nine GO issuing bodies failed to sign an agreement with Grexel, a subsidiary of the EEX exchange and the leading provider of GO registry services, by the original 30 June deadline.
