EBRD: Bosnia and Herzegovina is not putting enough effort into constructing new energy systems

In four years Bosnia and Herzegovina has not done enough in the field of construction of new energy systems, because Federation BiH and Republika Srpska are directly negotiating with the foreign investors, said Giulio Moreno, the Head of Office of the European Bank for Reconstruction and Development (EBRD) in BiH.

Moreno said that in order to act in the best interest of BiH, partners should be selected via public and transparent invitations to tender and not with direct negotiations. It is in the interest of both entities to begin with public invitations to tender for granting the concessions and selecting the strategic partner, in order to have the opportunity to select the best offer, technologically and financially.

Moreno highlighted that neither EBRD nor the Investment Development Bank could finance such projects, because the concession is granted through direct negotiations and this is not in line with the regulations of these international financial institutions.

According to Moreno, the greatest development potentials of Bosnia and Herzegovina are in the energy sector – potentials for construction of hydropower plants, thermal power plants and wind power plants, and EBRD has always had and shown interest in financing such projects.
