Beginning of tender procedure preparations for power plant construction on Moraca

Preparations for tender procedure for construction of hydro centrals on the river Moraca have begun when a pre-qualification announcement was published at the end of February in newspapers in Montenegro and in some foreign newspapers.

Montenegrin Minister of Economy Branko Vujovic announced that the pre-qualification procedure would last until the end of April 2010. After the procedure deadline expires, the government will set up a list of tenderers and additional financial, technical and professional conditions will be imposed on potential tenderers.Financial condition means that the tenderer had previously invested in several projects at least 600 million euros, or that he invested in one project the amount of 300 million euros.

Technical conditions denote the required experience in power plant construction. Namely, it is required for the tenderer to have previous experience in construction of power plants the capacity and characteristics of which are similar to the power plants to be constructed on Moraca.
According to Vujovic, in March the Montenegrin Government is going to decide whether the state will be in any way involved in this project or not.
The Government of Montenegro has already announced that four hydropower plants are going to be constructed on Moraca. Their total annual electricity production will be 721 million of kWh. They will be constructed in Andrijevo, Raslovici, Milunovici and Zlatica. The largest among them will be Andrijevo hydropower plant with the capacity of 127.4 MW and with a 150 m high dam. It will be located 24 km far from Podgorica. The closest to the city will be Zlatica hydropower plant, i.e. eight kilometres from Podgorica.
The deadline for construction of hydropower plants on Moraca is six years. Their electricity production should reduce the current electricity deficit in Montenegro by half. The cost of construction will be about 530 million euros. According to the plan, the hydro centrals will be used by the concessionaire for 30 years and after that they will be transferred to the ownership of Montenegro.
It is expected that the international tender for construction of hydro centrals on Moraca will be published by the end of this year.
